[Epic] Create the Spring Boot Starter App

Create a Spring Boot Starter application as a duplicate of the Spring Boot Starter application that is written in Kotlin. This version should be written with the latest version of Java and use the latest version of the Vonage Java Server SDK. So that multiple people can work on this issue, I will create sub-issues so that anyone can pick up 1 or more of the issues to work on for Hacktoberfest.
