Do we want to have the agent shut itself down, or just to not accept any more data? I'm leaning towards shutting down, as a 410 is an unrecoverable state since we only read the config file once and the api key cannot be changed. A side effect of this would be that a daemon running as a docker container would cause the container to exit.
