User Scripts Collector should better handle exec exceptions

If a file in user-scripts path is missing a shebang or executable bit, collector will fail to execute remaining scripts in the cycle. Collector should return the absolutepath of the culprit file with a descriptive message in the event of exec exception [errno 8].
