Summarize release notes / Changelog for v1.3.2 #293
Description
To facilitate a release of v1.3.2 the release notes were published as a list of Pull Request titles. It would be nicer if we could highlight the changes from a user perspective and summarize the release notes to a coherent paragraph or two.
