Add developer documentation #122
Description
As per #121 (comment), project could do with a helpful listing of things used in development, like a CONTRIBUTING.md (which in turn could get included in the 'actual documentation').
Should at least include:
- project management tooling;
- lint / format tooling;
- test setup;
- documentation setup + policy;
- what to run before creating a PR;
- how and when to track changes.
Potentially to be extended later :)
