License header in code files

Need to add license header in files, where code is located, e.g. from kubemarine: https://github.com/Netcracker/KubeMarine/blob/main/kubemarine/__main__.py#L1-L14
Additionally, will be nice to have special CI, that can automatically add license headers to new created files, if they do not have it.
