Unify usage OPERATOR_ROLE and RESOLUTION_ROLE

The majority of contracts use OPERATOR_ROLE for the dependency plumbing operations (setContract(....)).

Internal market uses RESOLUTION_ROLE.

Make this consistent: either keep only RESOLUTION_ROLE or add OPERATOR_ROLE to Internal Market.

Proposal:

we use DAO_ROLE for anything that should be executed by a resolution vote.
we use _ROLE for the internal dependency management

Example: If contract A has a method foo that can only be called by contract B, we will do

function foo() external onlyRole(B_ROLE) {
}

If contract A has a method bar that can only be called by a resolution/DAO vote, then we will do

function bar() external onlyRole(DAO_ROLE) {
}

While incrementally decentralizing, we will have to give the DAO_ROLE to a multisig or operator wallet. Internal dependencies can instead be applied immediately as they should be.
