Update python packages and graphene framework.

Grapinator needs a face-lift for the underlying libraries.  The following needs to be done to bring everything up to date.

- Update graphene build requirement to > 3 version.
- Remove cx_oracle from build.
- Remove older unneeded cruft in the project.
