Update Agent Files in OEDI data Lake

Issue overview

Update the data lake to use new agents

New agents should include (but are not limited to):

• Finer granularity (e.g., aggregated parcel level)
• Updated 'tariff_dict' column with most recent utility rate information

New agent files will be in a new folder (e.g., "V2 Agents") within the data lake to follow NREL OEDI standards

Note: There may not be an associated PR with this issue. Issue may be closed once OEDI data lake has been updated with new agent files
