Unexpected balance for Monthly Rewards and Member Credits wallet

Description

The accounting for the Monthly Rewards and Member Credits wallets are currently incorrect.

Narrative is reporting an expected balance of 13,980.3545897 NRVE for the Monthly Rewards wallet, but the actual balance is 0.00010998 NRVE (which seems like it's probably the correct amount of rounding carryover):

Narrative is reporting an expected balance of 2,871,936.80352717 NRVE for the Member Credits wallet, but the actual balance is 2,885,917.15800689 NRVE (which seems like it's probably the correct amount of rounding carryover):

This happened after processing the November 2019 rewards in December 2019. It's the first such occurrence of this accounting problem.

Steps to reproduce the behavior

1. Connect to the narrative-core pod with kubectl port-forward on port 8091
2. Go to: http://localhost:8091/neo-wallets

Expected behavior

All expected balances match actual wallet balances on the blockchain.

Actual Behavior

The Monthly Rewards and Member Credits wallet balances don't match the expected values.
