KPDB SCA enhancements

when CAPS and Housing shared KPDB with SCA recently, they noticed some issues (notes from reviewing them)

CAPS and Housing are working on the subset of columns in aggregation/longform tables they plan to share with SCA (as a multi-sheet excel workbook)

a couple of things for DE to do came out of that review:

• investigate/fix why some records seem to have comma-delimited values when they shouldn't
  • record_id = P2017Q0278 in longform_es_zone_output. there are two rows. in one of them, the column es_zone has three comma-delimited values
• generate aggregations for SCA geographies like we do for other geographies

comma-delimited values in the es_zone column of longform_es_zone_output is caused by those values being the dbn column in source data: School Zones 2024-2025 (Elementary School) on Open Data

a school zone may represent multiple schools. so a row may have a list of school IDs in this column
