README environment instructions incomplete/incorrect

• README says Python 3.12; had to use 3.10 to make deps workable.
• Missing GPU stack steps (CUDA/cuBLAS/cuDNN/TensorRT) and pinning torch/torchvision/torchaudio for CUDA 12.1.
• Missing mention of additional installs required in practice (RAPIDS/cuDF, RAPIDS meta-package, DALI, CuPy, --no-build-isolation for flash-attn).
• Fix request: update README with tested versions and the full install sequence.
