Use automatic description, sources, assumptions in reference guide

Update tsv makers to reflect the most up-to-date Description, Distribution Data Sources, and Distribution Assumptions. This may include moving/copying text from the reference guide. This has started in https://github.com/NREL/resstock-estimation/pull/477.

Once that's done, we can go into each parameter's characteristics/xxx.tex file and uncomment all the \input{characteristics/xxx} lines (e.g., here).
