Representative income

Currently resstockpost-processing is using a dummy representative income calculation. We should either update it to use proper mapping file or incorporate representative income calculation within the ResStockArguments measure like what is done for the panels calculation.

I did not work on this workflow. It looks like the code is currently just converting the binned income to average and flooring the highest bin, which is probably just the initial setup.

In past datasets, we've mapped the bins to representative values extracted from PUMS while controlling for other variables like location. But it's a one-off effort and involved a lot of tables for fallbacks because we have more diversity in the synthetic models than PUMS.

I believe this issue is to help standardize that mapping process or move to doing something different.
