Add tests for `fre/pp/ppval` subtool

**Is your feature request related to a problem? Please describe.**
`fre/pp/ppval` needs more test cases to have more test code coverage.
Some things that still need to be tested in the subtool:
- 8xdaily condition
- hourly condition
- 30minute condition
