Generalize fre-cli workflow interface #696

In regards to cylc workflow handling, we want to move away from tool-specific logic that is dependent on the current postprocessing workflow. This was fine when it was the only workflow, but now we want to expand cylc definitions into fre run development.
Instead of tools being workflow-specific, the fre-cli will be enhanced to serve as a universal orchestrator, facilitating a coherent and unified structure throughout FRE Canopy to support multiple interdependent workflows.
Describe the solution you'd like
Update fre-cli’s ability to check-out and install/configure any Cylc-based workflow definition.
Create/transfer current checkout/install/run functionality to:
- fre workflow checkout
- fre workflow install
- fre workflow run
