`fre pp configure-yaml` still creates `rose-app.conf` for `remap-pp-components` and `regrid-xy` apps of `fre-workflows`

fre app regrid replaces the need for app/regrid-xy/rose-app.conf, and fre app remap replaces the need for app/remap-pp-components/rose-app.conf.

so, fre pp configure-yaml no longer needs to create remap-pp-components and regrid-xy rose configurations!
