Add ability to run pipelines natively via NGS360 UI

• Enable user to run pipelines from project page by selecting samples providing a samplesheet
• Monitoring pipeline progress

This utilizes the GA4GH WES API to Maggie and I are working on to run pipelines via NGS360 -> Omics
