PostgreSQL 9.6

Could we

a) update the OS and run patches
b) install PostgreSQL 9.6 to be current with our PARDI activities
c) apply our security configuration script to it?

We will install 9.6 on dev2/rpt1 and upgrade both database. We just need to take it down during the upgrade. I estimate the process will take 2 hrs.
