'Civ' or 'Default' does not exist by default and need added in.

Issue:

By default, there is no 'civ' or 'default' field in the permissions.lua set to '0' to allow members to spawn in without a department.

How to replicate:

• Download verison 2.1.2
• Configure with discord bot + roles.
• Join server, click department drop down box, observe that there is no "civ" or "default"

Expected Result:

When a player joins the server, they should be able to select 'civ' or 'default' upon clicking the department drop down.

Temporary solution:

Go to permissions.lua and add:

    ["default"] = {
        "0"
    },

This allows players to select the 'default' department.
No attempts were made to change 'default' to 'civ' or another name so it does pop in as 'default'

Civ or default is not added as default to the drop down, you need to add it to ndcore.cfg as a group then add it to ND_Characters/data/permissions.lua if you want it to display on the drop down.

The default key is only in salaries and spawns which works differently than anything else and a group probably shouldn't be named default, just create a group named unemployed or something.
