Allow admins to view all datasets, even upload datasets

The GET /user-datasets endpoint currently returns only normal public datasets, not private datasets which include those intended for logging and describing data uploads. It would probably be useful for API users with admin permissions to be able to query the API for all datasets, for troubleshooting and such.
