vegbank.org doesn't support http citations

Https works but old citation urls like http://vegbank.org/cite/VB.Ob.22743.INW32086 do not. There needs to be a 301 redirect from http to https.

I tried to fix this a few days ago, but a simple http to https redirect or rewrite like we normally use results in a redirect loop. The shiny web socket is running on an http only port on localhost and seems to be involved in the failure when we redirect. Need to figure out a way to separate those out. TBD.

I added rewrite rules to block spider/bot traffic that was overwhelming shiny server and causing outages. After doing so, I re-enabled the http->https forwarding rewrites, and they now seem to be working fine. We're not sure why, but will take it as a victory.
