Add a flag for limiting unlimited dimensions

Followup on #38.
A --limit_dimensions flag to transform UNLIMITED dimensions to limited would help improve compression and speed, in my experience at least. NCO, for example, includes this feature in some of its operators, e.g. nccopy -u.
