Verify handling of node_id in UI for drafted records

💡 Description

Per NASA-PDS/doi-service#257, some drafted DOIs will have "UNK" for the node_id, that will be updated when the DOIs are released. We need to check that the UI:

• Does UNK value for node_id break the dropdown?
• Can a user change the associated node during the "release" step if the DOI was already drafted but with node_id = UNK?
