[Quality of Life]: Improvement Playwright e2e tests and CI

• E2e tests are not fully working in the github CI:
  Error: Failed to lookup view '../build/index.pug' in the views directory '/home/runner/work/MMGIS/MMGIS/views'

• Add some e2e tests beyond just checking that the app works

• Update Agents.md to include a requirement to include relevant unit and e2e tests for each new feature.
