[update, feat]: Updating some additional context for Windows contributors #280

This is the initial effort to add guides for Windows contributors relating to this PR, specifically about tools and numpydocs


The issues were:

  1. asdf is not supported for Windows.
  2. numpydocs has a bug when parsing on Windows (need more verifications).

Disclaimers:

  1. I am not coming from computer science fields, though I'm eager to learn from anyone.
  2. I am really a freshman in contributing in open source project, I'll try my best to pay attention to guidelines and code of conduct.

So, please correct me if You ever find me yapping nonsense.

note:
As soon as the pull request is accepted, this draft will be moved and updated in separated fork branch, the reason I write the draft here is because I made a silly rookie mistake, pulling the dev branch into my master forked branch, and made a pull request directly from the master branch (I'll educate myself more).
