Stick bug spawn rate reduction and config option #35

Stick bugs spawn too frequently. They also don't seem to be able to be used for all crafting recipes that require sticks, even though they should because they are properly tagged? Their spawn rate should be drastically reduced and there should be a config option to remove them entirely, similar to how sunflowers have a config option to prevent them from being swapped to the Spawn versions.
