A user that has a payment fail but is no longer on a premium plan still receives an alert to update their payment info

Came up today on Slack. The alert is annoying because it is prompted everytime the user logs back in despite the user having only a free plan. We should only prompt while the user is on a paid plan with a failed payment option. The temporary fix for this situation is manually going into the backend and marking the user or org's payment_failed to False.
