Upgrade 2.1.3 OpenEMPI base to the most current possible

Currently SOEMPI is based on the 2.1.3 version OpenEMPI source. OpenEMPI involved tons of new features since then. SOEMPI changes parts in deepest leves of OpenEMPI infrastructures, so the upgrade will be non-trivial and hard task.
It should be understood what are the changes since 2.1.3 and how can SOEMPI integrate them or cope with them.
Some important path:

• 2.2.7 OpenEMPI consist of much more modules now than the 2.1.3 was. The technique which allows pluggable modularity is much well worked out now, but one critical point is that SOEMPI may need more choices of certain pluggable modules at the same time.
• Legal matter: OpenEMPI's license is changed from Apache to AGPL.

At this point OpenEMPI 2.2.9 and 3.0.0 beta binary distribution exists. I cannot find the source however.
