Remove redundancies in `nui-reflect` and move everything else to gestalt

`nui-reflect` currently contains a lot of reflection related utilities that are used by many other repositories like gestalt and Terasology. With the introduction of `gestalt-serialization`, we should be able to identify exactly where the contents of this directory truly belong, but for now it seems that a good place to put all this code would be `gestalt-util`.
