(Fedora Linux) Makefile:241: issue persists, package disparity

I've been trying to build sm64plus on Fedora Linux for some time, but all I get is this error:
make[1]: *** [Makefile:78: armips] Error 1
Makefile:241: *** Failed to build tools. Stop.
This isn't too dissimilar to another error people kept having on windows using msys2, which was supposedly fixed. It's possible the error I'm having is related to a similar cause. I'm not sure how to exactly get past it.

Ditto here. Can't build on Fedora 43 -- error is identical to the above. The pull request that supposedly fixes this does not actually seem to fix this, as I can't build with paradox9955's branch either.
