在网站前端页面增加英语（English）本地化支持，使界面、提示、错误信息与文档至少同时提供中文与英文两套语言版本，改善国际用户的可用性与贡献门槛。

Description
Add English localization to the website frontend so that the interface, prompts, error messages, and documentation are provided in both Chinese and English. This will improve usability for international users and lower the barrier for contributions.
