Restraint files for QCL and QOL are outdated

The atom names for QCL are were updated recently so the restraint file is no longer current. Testcase 5l6t. Similarly the atom names for QOL were updated. Testcase 5l70.

We should update them. I think you can update them and add on the GitHub.
