Smaller, less cluttered and rarer welcome screen

Please add an option to only show the welcome screen on update, or never show again. Not only does it pop up every time I log into the game, it appears in every pop out window and hides in the background. Really annoying with transparent windows.

The option to only show on update does exist already on the popup itself.
