Probably shouldn't be allowed to use metadata annotation tool on old versions of models

Given our 'linear' tracking of model versions, it is a bit confusing to be able to edit the metadata on old versions, it probably leads to overwriting later versions if you press save, or other undesirable behaviour?!

Probably we should only allow viewing and have a message at the top that says "you can't edit this because it isn't the latest version".
