Model readability checks

This is a set of checks that are intended to improve the readability of larger models. 
1. The model is structured as a set of most sized submodels. The maximum size of a submodel is specified in the SBMLLint configuration file. The default maximum is 20 reactions.
2. There is separate documentation for each submodel that describes what it does.
