Standard Shader references_RainSheet although it does not use it #49

Hi!,

I've recently upgraded to the Standard Shader 2.1 and noticed that there are a lot of textures referenced/included, that are not needed at all.
For example: The Rain Sheet (8MB) gets referenced and ultimately included in a build, even though the rain feature is not in use.

It would be even better if the shader tooling would only set the required maps whenever corresponding feature is enabled/used.
