Make it possible to publish algorithm in Algoritmeregister

Description

We need to create a way for users to publish algorithms to the Algoritmeregister. This includes deciding what information they can share, which fields are required, and whether they can schedule updates.

Questions

• Who is "allowed" to publish? There is a distinction between users with AI-knowledge and without from Algoritmeregister? From AMT point of view: only maintainers can publish.
• Can users choose which information to publish? For now no, all fields that are there are going to be published in the first version.
• What fields are required vs. optional? All fields are optional according to the algoritmeregister.
• Can users schedule updates (one-time or recurring)? No. We can give the user an update if it is out of sync.
• Can review the to-be published information? Yes. Read-only/Edit modus "This info is about to be published". Here we can also guide the user what is happening with the data once it is published (where to find it back and that it is public).

Next steps

• Meet with the Algoritmeregister team to understand their process and what information is required. DONE
• List all fields that can be published (none of them are mandatory)
• Check how existing AMT data matches the fields.
• Decide how users will publish (manual entry, API, scheduled updates).
• Ensure technical and legal requirements are met for integration.
