Map Page Not Rendering & Missing Data Counts

Description:
The map on the "Map" page is not rendering at all. Additionally, the counts for tasks, issues, risks, and lessons are showing as zero. This impacts usability and misrepresents program data.

Steps to Reproduce:

Navigate to the "Map" page.

Observe that the map does not load.

Notice that all counts for tasks/issues/risks/lessons show as 0.

Expected Behavior:

The map should render properly.

Task/issue/risk/lesson data should reflect actual counts associated with the programs.
