Shopping ilvl/clvl wrong for life tap wand and teleport staff

Items with charges have a ilvl+mlvl of +6 to the skill level. So both life tap wands and teleport staffs are mlvl + ilvl 24 [18+6], and require someone to be clvl 18 to see them in act 3. The higher ilvl is also why they don't show up in act2
