Add "CP revealed" to the status changes that trigger follow notifications

When following a question, you get notifications for status changes. The community prediction being revealed should count as a status change in that context.

I've successfully added "CP revealed" as a status change that triggers follow notifications. Users who follow a question will now receive notifications when the community prediction is revealed, just like they do for OPEN, CLOSED, and RESOLVED status changes.

Changes made:

1. Added CP_REVEALED to Post.PostStatusChange enum (posts/models.py:575)

   • New status change type for when community predictions are revealed

2. Added cp_reveal_time_triggered field to Question model (questions/models.py:235)

   • Boolean field to track whether the CP reveal notification has been sent
   • Ensures idempotency (notifications only sent once)

3. Created handle_cp_revealed() handler (questions/services/lifecycle.py:38)

   • Triggers status change notifications when CP is revealed
   • Follows the same pattern as handle_question_open()

4. Created job_check_cp_revealed() cron job (questions/jobs.py:33)

   • Runs every minute to check for questions where cp_reveal_time has passed
   • Automatically triggers notifications for newly revealed CPs

5. Registered cron job in scheduler (misc/management/commands/cron.py:136)

   • Scheduled to run every minute alongside other question status checks

6. Created database migration (questions/migrations/0035_question_cp_reveal_time_triggered.py)

   • Adds the new tracking field to the database schema

How it works:

The existing notification infrastructure will handle CP_REVEALED the same way it handles other status changes. Users with STATUS_CHANGE subscriptions on a post will receive notifications when:

• The question opens
• The question closes
• The question resolves
• The community prediction is revealed (new!)
