[Bug] DreamSync sends irrelevant recommendations

Description

DreamSync sends notification to a user about people who can teach driving, even though the user has no driving-related interests or skills specified in either the “What I want” or “What I can” sections

Steps to reproduce

Not stable / hard to reproduce (floating issue)
