Bug: when create a proposal MPIP

We're experiencing a bug. I tried to create a proposal and set a condition of having 5 Near points to pay for it as a first condition. A second condition was then set to have 200k voting power. Since this second threshold wasn't met, the creation failed, and the proposal wasn't created, but my 5 Near points were deducted from my wallet.
