Brief description
Create, store and reuse xmaps in the creation of halo routing tables.

During the generation of the halo routing tables, the YAXT creates an xmap. These are independent of the precision or type of the field, so can be reused, but currently we regenerate them for each routing table. This issue covers work to store any xmap that is created in a collection and reuse them where available rather than recreate them each time.
