StageAPI rooms fail to respect basegame unlocks

I will note a good part of this issue is the base game replaces these in pre_room_entity_spawn I believe, or whatever function the callback runs in

I believe Filloax made a pull requests that moved the storage of some globals and such earlier. Maybe doing something similar with room spawning when REPENTOGON is enabled could help with this. Though, it's worth noting, is this issue specifically for pickups spawned with a room (and does it affect StageAPI random pickup types) or does it affect room clear drops and such?

this is specifically stuff spawned with the room
