devx.rule_qp fails

I have tried on several different environments to follow the instructions in the README, but devx.rule_qp always fails.

When I run all tests, all but one succeeds. TEST(devx, rule_qp) always fail

I was trying to use the tests to understand how the library works. Is it possible to
a. patch this
b. for someone to please explain what I am doing incorrectly, and how I can fix this
c. for anyone to suggest reference documentation so I can understand how the library works?

Looks like it's because this test assumes there is at least one VF?
