ferm and import-ferm installed to sbin but manpages in section 1

Hi,

ferm and import-ferm get installed to $PREFIX/sbin, but the manual pages are in section 1. That is a contradiction, either the manpages should move to 8 or the binaries to $PREFIX/bin
