Filter by disappears when there are no matches

Description

On the data specification screen there is a filter dropdown. If you choose a filter for an item that does not exist then the filter box will be removed and the user will not be able to get any data specifications back.

Expected behaviour

The filter combo box should not disappear when there are no results.

This seems to have already been resolved by someone:

This HAS NOT been resolved. As can be seen from the screenshot above, the "filter by status" control is no longer visible.
