Porting to Peershares

@MatthewLM Hey Matthew I am looking to port ABE to Peershares and implementations in order for Android Peershares wallets to be developed and was wondering if you were around for advice and help please! having address start letter issues, I don't see why Peercoin config set the way it is or how that value calculated.
