[FEATURE REQUEST] Option to set /engine as a keybind & more

Hey I think it would be really great to implement /engine to be toggled under scrollwheel up to turn the engine on (with a delay so you don't get stuck turning off and on the engine) 

Another enhancement with this would be disabling W to start the car would be perfect :)
